政府が決めた2012年度予算案は、将来の消費税率引き上げをあてにした年金交付国債（仮称）を使って、新規国債発行額を約44兆円以下に抑える目標は表向き達成した。しかし、財源確保の先送りという「奇策」に頼ったことで、日本の財政の行き詰まりを露呈した。
